Senate must ask tough questions on Medicaid payment reform

Medicaid payment reform for nursing homes is both necessary and complex. And done well, it should be the result of clear policy objectives, careful consideration, vigorous debate and detailed modeling. On behalf of our 250 members across Florida, we encourage the Senate Appropriations Committee to ask tough questions and thoroughly vet the new nursing home payment system it will consider.  CLICK HERE to read more.

A plan to change how nursing homes are reimbursed from Medicaid has many nursing homes very upset. "It is truly scandalous," said Elliot Palevsky. Nursing Homes: Bad Idea is Back Again: Bad ideas have a way of reappearing in Tallahassee, especially when someone stands to profit from them. In this case, an unfair new system of reimbursing nursing homes for care — once thought to be deferred — has reappeared in an even uglier costume. The Florida Health Care Association Medicaid Reimbursement Plan is scheduled to be heard by the Florida Senate Appropriations Committee on Wednesday. The innocuous change — paying upfront for Medicaid payments — has been constructed in a way that would devastate many high quality nonprofit nursing homes. Nursing Home Groups Battle Over Payment Plan: Two nursing-home industry groups sparred publicly Wednesday about a Senate plan that would revamp payments in the Medicaid program. LeadingAge Florida and the Florida Health Care Association held back-to-back news conferences in the Capitol as they battle over part of the Senate's proposed budget that includes what is known as a "prospective payment system" in Medicaid.  CLICK HERE to read more.

Florida Senate Budget Panel OKs Changes To Nursing Home Funding: Florida Senate budget chiefs Wednesday greenlit a spending plan that includes a new formula for reimbursing nursing homes. Opponents say the proposal would cut Medicaid dollars for top performing homes, while proponents argue it’ll result in a more equitable distribution of state funds.  CLICK HERE to read more.

Impact Estimate for the Nursing Home Prospective Payment System Last year, the Florida Health Care Association/ Our Florida Promise proposed a nursing home prospective payment system that they tried to pass during the 2016 Legislative Session. That payment model would have significantly impacted many of our members’ ability to provide high-quality care to residents. LeadingAge Florida opposed that plan, and it was not adopted. Instead, the Legislature appropriated $500,000 to the Agency for Health Care Administration (AHCA) to hire a consultant to develop a new Medicaid nursing home prospective payment system. Read More

Nursing Home Group Floats Efficiency-Based Funding Plan

Twenty-six of the state’s top rated “Gold Seal” nursing home facilities would lose $2 million, and corporations with more than 20 nursing homes would gain nearly $30 million, under a Medicaid reimbursement proposal being floated by an organization called Our Florida Promise.

The group — a 501c-4 associated with the Florida Health Care Association — is touting the plan as an alternative to Gov. Rick Scott’s request that the state Agency for Health Care Administration be appropriated $500,000 to hire a consultant to develop a proposal that would change how the state reimburses nursing homes from a cost-based system to a system that sets a prospective price.
