RIPPED FROM THE HEADLINES— LEAD STORY
AHCA Announces Applications Available for Telehealth Advisory Council
The Agency for Healthcare Administration (Agency) announced that it will begin accepting applications for the newly-created Telehealth Advisory Council (Council). The Council will fulfill the responsibilities outlined in HB 7087, which was signed into law by Governor Rick Scott on April 14, 2016. The Council is tasked with examining the types of telehealth services that are available in Florida, who uses them and how they are covered by health plans. The members will then make recommendations about how to increase access to telehealth services for Floridians in a final report to the Governor, the President of the Senate and the Speaker of the House of Representatives by October 31, 2017.

Agency Secretary Elizabeth Dudek, who will serve as the Chair of the Advisory Council said, “I look forward to working with the members of the Telehealth Advisory Council to bring better healthcare to all Floridians. Together we will look at the most practical ways available technology can be used to provide healthcare services to more Florida communities.”

The Council will consist of 14 additional members, nine of which will be appointed by Secretary Dudek. Florida’s Surgeon General, will also serve on the Council and appoint four members.

It was my privilege this week to attend the grand opening of The Woodlands at John Knox Village of Florida in Pompano Beach. It was a standing-room-only event attended by AHCA Secretary Liz Dudek and other local and state officials, in addition to many residents who will enjoy the fruits of a years-long effort to open the first Life Plan Community Green House Project in Florida. My thanks to CEO Gerry Stryker for the invitation to the grand opening, and our congratulations to Gerry and his staff for a terrific event and a wonderful accomplishment.

I also want to take a moment to thank the veterans we serve. Memorial Day is important as it is a day to give thanks, show respect, and remember those who gave their lives to protect our freedom.

The Woodlands at John Knox Village, Florida's First Life Plan Community Green House Project, Celebrates Grand Opening
The Woodlands at John Knox Village is the first skilled nursing care center at a Life Plan Community in Florida to adopt The Green House model of care – Meaningful Life in a Real Home with care provided by Empowered Staff. This project creates caring homes for elders. Each elder will have a private room with bath. They can move freely through the home, build quality relationships with each other and even participate in preparing their own meals. It is based on a philosophy seeking to reverse the enforced dependency of life in a traditional nursing home by creating small intentional communities of 12 elders designed to foster late-life development and growth. The Green House model goes beyond better, safer, elder-centered health care: it's a way to demonstrate the values of our community—which is already so strong—to support our elders, to empower our staff, and to create a real home within a health care environment. This health care is less about performing duties and following procedures, and more about providing individual care for elders.

DOEA holds Hearing on ALF Proposed Rulemaking – May 16, 2016

On May 16th, the Department of Elder Affairs held a public hearing on additional proposed changes to specific sections of Rule 58A-5 FAC relating to assisted living facilities.  This hearing was in follow-up to the March 23rd Rule Development Workshop and was noticed as an opportunity to present evidence and argument regarding the proposed rule changes as revised after the workshop. Many of the changes proposed are intended to implement statutory changes enacted after passage of ALF legislation during the 2015 Session. End-Of-Life Talks Once Labeled 'Death Panels'
Three non-profits — the California Health Care Foundation, Cambia Health Foundation and John A. Hartford Foundation — fielded a poll of 736 doctors who see patients 65 and older. Only 14 percent said they had already billed Medicare for the new counseling, though the survey was conducted February 18 through March 7, meaning the earliest participants only had about six weeks from the start of the benefit. Altogether, 95 percent of doctors in the poll expressed support for the Medicare benefit and a big majority considered such conversations important.
